How can I access scholarly APIs from off-campus?

If you are trying to access a scholarly API that requires an on-campus IP address for authentication, you will need to either come to campus or find a way to connect to the API via an on-campus computer.

Secure Shell (SSH) or Windows' Remote Desktop Connection can both be used to connect to a remote machine that you have access to. Due to the split tunneling used by the Purdue University VPN, it cannot be used to access APIs in this way.
